"National Emergency" means little, except the state is granted some temporary special powers, mostly involving getting around bureaucratic restraints.You need to understand that the US has been in a constant states of emergency for like 40 years. State of emergency can be declared for simple like implementing sanctions, e.g. seizing Iranian assets in the US (that Carter invoked in '79 and are still in place today) or even more mundane things like dealing with regulating the anchoring of vessels. There are currently 33 active National Emergencies and COVID will make 34.

We have had several state wide States of emergency during the St. Louis riots of 2014, 2015, and 2017 where the national guard was deployed, and it barely affected life in 90% of St. Louis. A state of emergency is usually also declared after we have bad tornado or large scale flooding. This usually happens multiple times in a year.
