Doubtful, since it was a well known policy of the USSR to execute all ROA or SS or foreign volunteers fighting for Germany. Them joining the Germans just made it less likely for them to ever see their families. Also, ROA and foreign-SS pulled much of their recruitment from underground nationalist organizations. ROA did a lot of recruitment from prisoners, but I believe foreign-SS was strictly volunteer from free population.
