Maybe yes, maybe no, but you can understand why they are doing it. This is in South Africa, and the people in red shirts were custodial staff (if I understand correctly), and they were trying to unionize, and their jobs were outsourced. So it makes sense that they are (peacefully) protesting by putting trash on the ground. They aren't setting anything on fire, or destroying anything (that I have read so far). So that is a good form of peaceful protest.
The boy is Eckhard Binding, and he was angry at the litter, but he, too, kept peaceful, and attempted to return the trash to the bin every time.
