White birth rates are going down across Europe, the Americas, and even in regions like South Africa as well. With the exception of certain demographics(Mormons, the Amish, etc), this appears to be across the board both for poor, middle class, and wealthy whites. How can we effectively increase the population and get more white women popping out white babies?

You either need to have family around to watch kids, or, preferably, have the mother stay home with them. Otherwise, you need to rely on childcare, which is prohibitively expensive and de facto limits the number of children to 1 or 2.
