Most "preppers" probably do have 6 months worth of food. This is elementary. There are all sorts of other problems that could arise, though. Most preppers, especially urbanites and suburbanites are still reliant on the grid for electricity, water and gas, etc.
The only preppers who are really prepared for an apocalyptic scenario are the homesteader types in the US, who are usually self-sufficient, have wells or pump water from springs, rain catchment systems, use solar power arrays and generators or wood-burning stoves for their electricity and heating, grow a lot of their own food and have firearms and large families with numerous skills between them.

The government can air drop supplies and let citizens fight over the loot like a battle royale.
