There is maintenance and maintenance. With Gen II/III fighter, you can locally produce in steel/aluminium most pieces after reverse engineering (E.G : Kfir is really just a bootleg mirage V, same with most chinese stuff being russian bootlegs, etc...).
However, with more recent stuff, you need the original blueprints and serious high tech stuff (like titanium foundry).
