You're using such a narrow unit of measure ('best'), to rate the nations. So you're already using a retarded thinking device to do your thinking with starting out of the gate.
But finishing strong, elaborating on your unit of measure "Best" as a function of the physical length of the line at the immigration office, the length of the line being a function of a tally of real votes from real people who are not Americans who would throw away their old lives in their old countries to be in the new country, the winner is, drum roll please, wait for it, wait for it. America, but about 15 to 90x any other nation.

So yes, by that measure, I can objectively say that yes, overall and all things considered, if you were to pick a country to be born in and you were to pick optimally, that country of choice is America. So the word belief in your question goes away. America IS the best country on Earth.
