Real answer is that the US hasn't dealt with a serious pandemic threat in a very long time. Asian countries have been prepared since SARS. Top of the list is the CDC decided to "improve" the WHO Corona Test Kit so it could detect multiple illnesses. When the kits were manufactured, they didn't work because they were overcomplicated. Three weeks and thousands of faulty kits were lost, giving the virus time to spread.
2)
Having fucked up the test-kits, the CDC began covering their ass by saying the kits weren't needed. they spent more time trying to avoid blame than on actually doing their job.
3)
Despite knowing this was coming, nobody built a stockpile of masks. There is a shortage of masks because well paid bureaucrats didn't do their job.
4)
Trump administration didn't decisively say who was paying for this (for tests, for quarantine etc), so nobody took charge and time was lost.

The test-kits and masks will go down as one of the biggest debacles in US history. Primarily it is the CDC who are at fault, but Trump will be blamed even though he's followed all the advice from the best people.

Efficiency is the enemy of resilience. Efficient systems get lean and mean. They also break easily because every part of the system is just the one bare part, no backups. It costs too much to have a backup.

Efficiency is also the god of capitalism/free markets/corporations/etc, and its creed has suffused every aspect of American culture. It's efficient, but fragile. It's not resilient, not ready for disaster.

We needed to be more willing to "waste" money on "more than we need" so that the country could be more resilient in times like these. We're never preparing for disasters, we're always responding to them, because we're always hoping we won't have to pay for them, and only reluctantly do so after they've actually happened.

And by god the people need to be more independent. More off-grid, more homesteader, more ready to survive without supply lines.

Because 99% of potential Corona "sufferers" that ask for it are just retards who got the seasonal cold or flu, since it's nearly impossible to distinguish in the majority of cases due to the respiratory issues being similar.
