There is a wide variance in the quality of public school education. I would say that most public schools have damaged individuals as teachers.
The Sioux reservation was so desperate for teachers they actually started shipping in Phillipinos to teach children since they couldn't afford to pay the Americans what it would cost to teach their kids. Very funny situation when the Phillipinos would run back home the very next year out of the shear horror of what public teaching on the res is like.
