1) Every Bond issued by Congress pursuant to funding any bill whatsoever shall first be offered for purchase to the Representatives own constituency without bundling or quantity prerequisites and is payable only by the state of issue. 1a) No bonds offered by Representatives for sale may be purchased by any Non US Citizen or unregistered voter. 1b) No bonds offered by Representatives may be purchased by any current or previous elected government official or anyone appointed to government office.

2) Judicial bonds issued at the state level must follow the same rules. 2a) If the people buy the judicial bonds and forgive the debt, the prisoner goes free. 2b) No judge may purchase a judicial bond, ever on penalty of felony barratry with a 10 year mandatory minimum sentence in maximum security prison, the bond for the sentence of felony barratry will pay no interest until the time of 10 years is elapsed.
