If we did away with tipping your employer would be required to pay you a reasonable wage. Very simple rule. You order under $100. You can leave whatever tip you want. Over $100, mandatory 10% tip. It’s not unreasonable and it’s only on something that requires the server to give that party extra attention. A couple that orders a small meal should be able to tip whatever they want. A group of 12 people ordering $500 of food should not be able to give their server nothing for a tip.

No, that isn't a thing. State law can mandate more generous minimums, but it can't go lower than the federal level.
