The greek word for "nations" in your citation is "éthnos" (from ethō, "forming a custom, culture") – properly, people joined by practicing similar customs or common culture; nation(s). Cultures against God will be cast into the fire, of course. This isn't implying man made governmental nations. An éthnos is anything that binds a people in commonality.
