Of course. "Flüchtlinge" elicits a very specific response nowadays and some are conditioned to stop listening when hearing such words because they are sick of the whole situation. So they start using different words to try and open up "discussion" i.e. to make the listener not immediately put up defenses in order to subvert them and change their opinion/view.
