Personally I use the rule of sight. If I see someone and they look white, they generally are. That means that non-white blood can be diluted.
You'll find that almost everyone that isn't a rural scandinavian or other northern european has some degree (usually under 5%) of darker races' blood), but if you leave those out then you're claiming that non-whites are equal to whites, which is false.
