New York State has some of the cleanest tap water in the world. Even downstate, where NYC is, is still top quality in terms of taste and smell. The only issue is the infrastructure is held together with duct tape and prayers. If it were neglected for a short period of time, say if everyone was quarantined and forced to stay home, then it could break down and that quality could drop substantially.

No, it's basically as clean as possible. Syracuse's water supply, for example, has lead levels so low it isn't even detectable always. NYC's lead levels were at or below the legal limit. New York has some of the best tap water in the world.

Pretty much any 99% pure polar solvent with a low boiling point, e.g. lab ethanol, should work about as well. Get something miscible with water if you need it to help removing moisture like IPA does.
