Most gas stations and chains (at least in the US) make profits on food and drinks in the store, not on gasoline sales. Add the grocoery stores/bulk stores (Kroger, Costco, Sam's Club) use gasoline as a loss leader to get people to shop there; there's no incentive for stations to hold prices up. Refineries and Distributors, maybe, but not stores.
