Basically it means that OPEC has shattered. The entire purpose of OPEC was so that oil states who's revenue relies almost entirely on oil exports would collude to set a market price that made sure everyone got enough money and no one country started over-producing in order to sell more, which in turn would glut the market and reduce the price.

Now that the Saudis have broken ranks, and Russia has done the same (Russia was never truly OPEC but it was considered OPEC+Russia in recent years) It means OPEC members are no longer bound by agreements and will probably all scramble to pump and sell as much as possible, further glutting an already oversupplied market.

This also means the end of US shale as we know it, since shale requires a much higher price than "conventional" oil coming from OPEC. There will be a temporary bottoming out of gas/fuel prices for the duration of this crisis, but when it ends (if), US production will be fucked, and US production accounted for almost 100% of world oil supply growth over the last decade. Removing that from the market puts the world oil supply well below 2005 production numbers when things began to get very tight and conventional peak oil arrived.

*Conventional oil is liquid oil in large deposits under the ground that is easy to exploit. This is the vast majority of oil since oil was first discovered and through to the 21st century. By 2005 conventional oil supplies were no longer increasing enough to meet market demand and we saw major impacts in the 00s. American shale came online as the price of oil rose to make it economically feasible and new technology faciltiated its production. However, shale has never really paid back its investment money, and has been looking weak for several years despite increases in production. If the price stays below $40 for very long, US shale producers will go bankrupt. They may consolidate under one of the supermajors (exxon, chevron etc) but it will be a huge disruption period.

I don't think boomers fully understand how badly millenials have been waiting for something like this to happen.
