Summer and the coming warm spring should slow down the growth of COVID-19. While it has a surface life of up to 9 days, in hot weather it comes all the way down to an hour if not a few minutes. All viruses like this have a much harder time in the summer, it's why Australia, Singapore, and Malaysia has such a high ratio of recovered cases.

Reguardless, Viruses NEVER do well in heat and with summer coming around, the Northern hemisphere should get quite a brake! Western countries don't have this sort of enforcement option, people can just avoid quarantine and basically face no consequences (beyond dealing with being sick). Once the virus made it outside of China we were pretty much doomed. Even if China is able to rid themselves of the virus through the quarantine by waiting it out, the virus will continue to spread everywhere else around the world at an accelerated rate.

Well the thing is the spanish flu was being HEAVILY repressed so news of such an infection was being held in to preserve the war effort. The summer will give humanity quite a bit of time to properly prepare for the next season.

Also consider that people are more likely to spend time outside during the summer. A good reason why the flu spreads around so much during the winter is because the cold weather drives everyone to do things inside.
