God is absolutely simple. He's being itself. He just is.
This issue is the issue of Divine Simplicity and has been answered by the ancient greeks before Christ.
God doesn't create evil, he permits the imperfection of things, since it furthers his plan.
Evil is a privation of goodness, similar to how shadow is the absense of light. It is a greater good to let us bring things to their perfection, to let us create more goodness and reduce evil in the world.
