well if you've ever been to the netherlands you'll know that everything is planned and build to capacity, in comparison greece is rather empty and a lot of rural areas are lagging behind certainly before the crisis. this is mostly due to the harder terrain (netherlands being flat, greece being mountainous) after crisis it's general infra actually caught up (new highways, internet coverage and quality)
