1. That is quite a complex question, im not sure if anyone here is even qualified to answer that. How exactly civilisation started and baled up after centuries and centuries is not exactly clear. Though i will agree that it started in the middle east, indus valley and parts of modern day china. Around those times there were european settlements aswell, though they were smaller in scale and i would not call that proper civilisation. Living together in cities and etc isnt quite enough of a qualifier to me, there has to be something higher, some unquantified factor. And it spreads over time and can be learned. We just lucked out during the Renaissance period and got to take the worlds resources before the rest had a chance, elevating us a bit higher. Nothing more to it. After all, civilisation changes all the time. And the inventor is not always best at it.
2. My country is a pretty bad example because of the fucky way government works. I do not support the existence of this country because pseudofrench abhumans inhabit the south. As far as racial averages go, yes you are right, the average jew woul indeed be smarter than other races. Same thing with east asians, slightly smarter than europeans.
