Can't afford testing kits. Poor education and not much health care infrastructure. Some limiting factors may be the heat and sunlight... vitamin D can help ward off the worst of the illness. So maybe a lot of people down there just think they are a little under the weather. You can bet though, if the numbers are ever counted African bodies are stacking up.
