I assume in scandi it is difficult for most families to afford the real estate necessary to properly allow for grazing. Maybe also some annoying hoops to jump through to build stables and such? I can't say for sure. Perhaps it is also prohibitively expensive to purchase feed up there?

The let me intreduce you to some russian laws from the early XXth century. All teachers in the empire had to be Russian. If any of the students was Russian, all the lessons were suppose to be done in Russian(and the state was deciding if someone is or isn't Russian). Each school had religion lessons. But it did not matter if you were protestant of some sort, catholic, old ortodox, greco catholic, all prayer and all lessons were to be done in Russian. The laws worked in for private schools and learning institutions for women. And all of this only got extended and made harsher after 1909.
as the forbiding part goes. Between 1939-45 owning a bike or a radio was punishamble by death. after 1945, up till 1989 you could have a radio(but not a satalite dish, or a vcr for example), but it had to be registered, because you couldn't have a radio or a TV with which you could watch or listen to western or other soviet satalite countries programs.
Up till no longer being under tzar russia rule, non ortodox russians couldn't take loans in banks, couldn't buy land, were forbiden from creating banks or cooperatives. Heck people teaching children to read and write in languages other then Russian were risking jail time, and always were penlised with fines.
