Banks only required to have 10% in reserve, the other 90% is loaned out as loans, etc. So, if everyone of a bank's customers went to the bank tomorrow and withdrew 11% of their bank balance the bank would not have enough money held in reserve to pay for it and would go under. Well actually, they would put in Greece style withdral limits and then get bailed-in. Also anyone who has over $250k in the bank will lose anything over the $250k; e.g. $260k in bank then the bank can take $10k and there isn't a single thing you can do about it.
