If thousands upon thousands upon THOUSANDS if not MILLIONS of people are running at your border, that is in an invasion. Those used to be met with military might.
The Turkish army did provide some of them with tear gas grenades. But not real weapons, that would be going too far. Many of them are moved to the borders by force from the Turkish authorities that don't allow them to go back, they will become desperate at some point.
