The only reason to have aircraft carriers is to guarantee global trade. The USA already does that, why would Europe also do it? Stupid redundancy.
The USA already is the only country that issues insurances for oil tankers, and every oil tanker needs to buy one to sail without pirates (including US navy pirates) confiscating it, so there's no need to do that again from Europe. Its a job thats already being done.
Additionally, like Germany should've known in the early 20th century, in the oceans you are either #1, or irrelevant. There's no reason to race and build up to be #2. Either you have the strongest navy on the planet, or there's no need to have even 10 warships. Why bother? Its binary. Yes or no. Are you strongest? No? Then it doesn't matter if you have 90% of the ships, or 0.9% of the ships of the strongest, you are still stuck in port. So its stupid to build up.
