I assume it is left to right, top to bottom because L10 and L11 are marked as "spare" and if you count them that way they match the two different coloured switches on the top right column. Also L1 is the only one marked 50A and on the table it shows as the 2 way

I've used this type of dull arrows with a bow before, these things get an inch and a half into a tree and the fiberglass shatters on impact into a shrapnel cloud. Should do the trick against the average upstanding gentleman of african descent. Thanks, I'll pass it on.
