It's a bit of both. On the one hand, only intelligent Indians have the means to leave India and immigrate to the US. This means they are either smart enough to get into a US university, or they either went to University in India or come from an already rich Indian family.
I have multiple Indian friends. They are all nice people for the most part, but the one thing they have in common is that all of their parents were rich, and all of their families were rich and well off back in India as well. The days of poor Apu style indians coming here with 5 bucks and the clothes on their back and making a name for themselves are long gone. I don't doubt they existed at one time.
But once they got established they were then able to bring their families over en masse through chain migration.
Basically anyone who's very intelligent in India realizes India is a literal shithole and they try to get to a western country, mainly UK or USA or Canada, as fast as possible.
