One where some of the more minor student characters get to have some actual on-screen development and/or power-ups. Like Shoji or Tooru. Kaminari and Tokoyami having their little moments in the current arc is a step in the right direction.

I'm not really sure. I guess for the character to evoke an emotional/inquisitive response from the audience? The ability to see a character's growth in the narrative and the significance their role plays.

Maybe, but I would rather them continue to flesh out the ones they already have. So many have been introduced without having done anything yet.
That said, I do like where this arc is potentially leading. At least, things are happening that I didn't expect and I'm curious to see where it goes.

Bakugo and Deku have a awful dynamic that is shoved in our faces way too much. Bakugo is being pushed as a equal successor to deku and it just doesn't work. Bakugo works better with Shoto.

I don't really know, but that's what I like about it. So far my expectations for what would happen during an arc like this have been thrown off, and I'm not really used to that happening in mah generic shounen jump series. I'm sure the big theories, like Shiggy waking up and fucking up the heroes, will happen, but I'm not sure how big the consequences will be and who will come out of this unscathed, for both the heros and villains. Also, the scale of this battle feels pretty huge and endgame-esque, but we still have a lot of earlier teased plot points not even touched upon. There are a lot of ways this can all go. I find it a breath of fresh air that I can't just call exactly where and how something is going to happen. My only hope is that wherever it goes, it'll be a good payoff.
