Yes, Dragon Maid is popular, and that means money which KyoAni needs desperately, cancelling it would be throwing away all the work already done before the fire.
Even with Takemoto gone, they still have a lot of talent left and I'm sure some other director can take over.

I had heard that they had finished all the animation or so just before the arson, and that this was safe on the company servers.
