Because he's just toying with his opponents, his ego is his defining character trait and the motivation behind all of his actions. Freeza doesn't just want to beat his enemies, he needs them to acknowledge his overwhelming superiority.

Not him but Freeza is a fun villain because he's just a power hungry villain. You don't need to have a motivational or sympathic reason for the things you do to be a good villain/antagonist. It's a good plus, but not a requirement. Freeza enslaves galaxies and commits casual genocide, not for any genuine reason, but because he can, and that's fucking awesome.

Valentine is literally just a modern Republican. Doesn't believe an equitable world is possible, that /someone/ has to be on top and subjugate the rest so it might as well be him. Ignoring the last arc, Diavolo was justified in wanting to erase all traces of his past. Because as soon as La Squadra found out about Trish, they tried to use her as a way to find out his identity.
Part 3 Dio is actually the only final arc villain who doesn't have a good motivation. And that was retconned with Part 6 where they gave him Pucci's motivation
