I tried to watch it once but I kind of felt it was too slow for what it was doing, like it could've easily accomodated a faster pace without cutting anything.

The archetypal modern superhero has:
1. Superpowers or enhanced abilities of some sort through either training or through other means.
2. Must use said powers or abilities for heroic purposes
3. A super villain(s) they regularly combat.
He-man has super strength, uses them to protect Edenia, and regularly combats Skeletor's goons.
Superman has general superpowers, uses them to uphold truth, justice, and the American way, and battles Luthor regularly.
Batman has heightened skills due to his training and gadgets, uses them to fight crime in Gotham, and regularly battles the Joker.

Is it fair to call him the first "SUPER HERO" though is the question. He's undoubtedly Japan's first Super hero, but what about the world's first super hero? Hugo Hercules just has super strength & cannot fly. And Zoro has the cape & secret identity but has no actual powers. Ogun Bat can fly, has super strength, AND he has a cape. If that's all it takes then maybe? I'd argue tarzan from 1912 counts, but he doesn't have any secret identity or costume. Do you NEED a costume to be a super hero?

A SUPER hero needs a SUPER villain. General robbers in Hugo's case and generic corrupt politicians in Zorro's case are too pedestrian. You can find those types of people in just about any large city. Ogon Bat has Dr. Nazo, Superman has Luthor, and Batman has Joker. These aren't pedestrian criminals. They are highly dangerous individuals that can put entire cities if not countries at risk.

I knew about him for a while but when I decided to check on the internet I found that he had some fanart on tumblr and a lot of people were calling Queen Penny anime lapis or something and comparing it to screencaps of steven universe.
I was glad for him getting for a little more exposure but disappointed that it had to be that way.
I'd say that the very first idea that comes to mind when some thinks of what a superhero is should be the definition.
The idea of a superhero that comes to mind first, to me at least, has some degree of super-strength, can fly, wears a cape, and uses a costume.
