I love it and I love Hata's style of comedy.
His other works are really sweet too.
It has romance and it has comedy, but I kinda struggle to say that it really is a romcom. I think, when it came to actual romance (and not just Hina's antics) the manga treated it seriously enough. Like with A-tan or Ruka. Or even with Hamster after the initial confession.

Used to be my favorite manga and anime, but after second season of the anime and the conclusion of the Athena arc, it sort of lost it's magic. I still haven't read the last 200 chapters, but I know Hinagiku lost.
