I don't know if I should consider this pure kino or straight schlock. The more serious moments are absolutely hilarious but the "comedy' scenes are just terrible. I liked the premise though as it's pretty interesting but the anime doesn't actually explain how diclonius came about. Is the manga worth reading?

The manga explains things far better, goes on far beyond where the anime ended, focuses more on ridiculous serious moments, and has best girl in it. In other words, go for it.
Welp that's all I need, now I have something to do when customers are late to appointments. Might as well ask too, how was the sub? I watched the dub and the voice acting was all over the place but certain moments were pretty amazing.

Lucy and Bandou's voices are perfect (Sanae Kobayashi and Jouji Nakata), but the rest of the cast ranges from decent to complete miscasts (Kouta's voice acting is mediocre, and Mamiko Noto is pretty much the polar opposite of how Yuka should sound).
Yeah, the ending really did not fit with the show one bit. No idea how they figured out how to make such a perfect OP.
Anime also has best girl in it. It also cuts out the diaper pissing fetish character, which is also a plus.
