The female anime character design space is extremely limited because artists will pretty much always draw female bodies the exact same 2 shapes (loli or curvy) and all characters must be either asian or european (but actually half asian), so pale skin. Most anime artists also draw all faces the same. Costumes can be distinct but changes too much situationally to rely on. As a result, the only possible way to differentiate female characters for most manga is hair.
However, gyarus add a second way to differentiate characters by adding skin color as a variable. You might be thinking "why not just use african/hispanic characters?" and the answer is "because japanese people hate niggers and spics and wont put them in their stories"
