If your primary form of learning about a foreign country is its badly translated cartoons, there's something wrong with you.
Not him, but aside from the "can't message your friends" thing, I know for a fact that those things actually happen in some Japanese schools from what actual Japanese people have told me. If anything, I'm told that anime depicts an idealized version of high school and it's worse in real life.

I grew up in Canada, and the high school system was extremely lax
You could skip classes with no real consequence, unless you missed a test or assignment
A lot of people would watch youtube videos on their phone during lectures, some teachers
didnt allow it, but most didnt care. After lectures we did pretty much whatever we wanted to,
we'd play games on our laptops, I remember some of the guys even gambling online during
class time.
Thats why anime is so suprising with how strict everything is.

From what I can understand Japanese school can have rule regarding the student while they are outside of the school and there is no law in Japan that forbid them to do that.
There was a case were Japanese student had sex with his girlfriend one night and the school fired him unless he drop his grilfriend.
I can't believe they can control what you do when you're out of school, Japan is crazy.

The thing is each school follows certain rules, but it also has its own particular rules. Some say that all students have to participate in club activities. Others don't have that. Some prohibit part time jobs. Some say it is OK, but you have to inform the school.
