With the internet you're able to find out easily about all kinds of things so not localizing your shit just leads people to do it themselves. So if you're not going to do it for a fee then someone will do it for free. It's especially funny when people throw a fit about this kind of thing when there's no plans on any localization. People who don't speak Japanese may occasionally buy things they can't read just to have it but the vast majority of the people reading it would be people that may have bought it if it was localized (though fan scans do a good job of getting something an audience it otherwise wouldn't have), but since it wasn't and there were no plans for it, it's kind of unreasonable to have an issue with that.
