The manga never clarified if Ginyu (in the frog's body) was teleported from Namek to Earth so it's entirely possible he died on Namek's explosion, but even if he didn't, Buu destroyed Earth and only good people came back so Ginyu, Tao Paipai, the Crane Hermit and similar shit heads were killed by Buu forever
