Because Raditz was not supposed to be an important character to the story. He existed for the sole purpose of expositing that Goku is an alien, and for his death to kick the story into gear.
After that he served no more purpose and any more focus on him would have been a waste.

Goku was always forgiving of his villains/rivals (Tien, Piccolo, Yamcha, Buu, Vegeta, etc.) and always put family first and foremost.

Nothing in Dragon Ball Z or Super has any narrative cohesion, it's just shit happening at random; there is no logic as to why Frieza was a threat prior to the androids or Cell but Goku should be thankful it happened that way because there's no way his self from the Vegeta saga would have been able to defeat Beerus if he had just decided to be a cunt a few years before he did.
I hated the entire Frieza redemption arc in Super.
Cell should have been the villain brought back. He would have been a fantastic ally in the tournament and Cell was never inherently evil as Frrieza, he just wanted to prove he was the strongest (as did Goku)

Technically in Cell's case, Frieza and King Cold's DNA were used to help create Cell, thus helping him become more powerful than he would've without them.
Frieza is far more popular, and the chance to bring him back to life for good makes it so they could add him in whenever they want now.

Some sort of connection to justify him knowing or remembering about Goku. Vegeta and Nappa would've been too high ranking to have even heard of some low class saiyan baby. Even a regular foot soldier saiyan wouldn't have needed to hear about a baby getting sent somewhere. But a family member like a brother, they probably would've heard something like that.

Told him to give him back his son and get off his planet. Raditz didn't listen. Then when they were fighting and Goku got his tail, Raditz begged him to let go telling him that he didn't mean to hurt Goku, and Goku had mercy again... Only for Raditz to betray him immediately.
And at that point, Goku didn't even have a chance to show him mercy because the only way to stop Raditz was to ohko him and get killed alongside him.
If at the point where Goku told krillin to back off, Vegeta tried to kill Goku again instead of turning tail and running away, he would have been killed too.

heard before that it was because it was hard/expensive to ink his hair, so he scrap him and gave us Vegeta instead (who looks more like Raditz with short hair than Goku does, despite being brothers).

I just enjoy them better than Super, which is too low-tier even for me.
Other than that he is just a great artist, honestly underrated in that aspect due to the amount of hate that people have for this series.
There are flaws that are pretty pronounced, but that doesn't really invalidate the things that are done well. An issue is that none of the characters when introduced have very much depth to them, ever. Picollo was just the demon king, and Picollo Jr was a slightly more nuanced character who still strictly only wanted to take over the world. He's noted to have a different personality than the original, possibly because he was born with the purpose of defeating the guy that killed his daddy, but he is a one note character that wants to conquer the world. The base of his character doesn't have much to go on, but Picollo Jr has to work together with Goku to stop Raditz because Raditz will stop him from being able to take over the world. He trains Gohan because they need to survive the announced arrival of Vegeta and Nappa, because he still has the mindset of getting strong enough to take over the world. He still has a one note motivation of taking over the world, even when confronted with the fact that there's other worlds and that there's an army of dudes who take over worlds as jobs.
They don't explore if taking over Earth is the only world he wants to conquer, or if it's no longer about taking over the planet but about surpassing Goku and he's just lying to himself that his goal is to conquer the world. But we do explore the fact he isn't pure evil, especially when exposed to an entire planet of his race. Eventually he has dropped the evil pretense entirely and doesn't really have any motivation at all driving him forward in the narrative, not even his generic wish to conquer earth or his animosity towards Goku. He cares about Gohan now and yells at Goku for not understanding his son doesn't live for fighting like himself, but what is he doing besides just being a guy who fights bad guys?

This is for every character, because as I said earlier, every character has a flimsy basis for their character to be established. Once they exist they just ride along for the story. Goku started as an idiot who wanted to keep his 4 star ball and is tricked into going into adventures. He kept losing his ball and having to track it down, meets some characters he will be friendly towards, or some that he'll wack over the head with his stick. Aside from individual arc motivation like getting mad at the Red Ribbon Army guy, or wanting to revive the native american guy cause he made friends, he doesn't have any motivation. So when Dragon ball is about adventure he just goes on adventure for no real reason, and once the series starts to become more Z era than original Dragon ball he just wants to fight. He has no goal, is completely reactive to the things that are happening around him. It's only in the Super era where Goku initiates things, such as pressing the button to call Zeno which can get their universe wiped and everyone begs him not to do it, and then later they retcon it so that Zeno was going to wipe the ten universes anyway but Goku pressing the button gave them the chance to win the tournament and save themselves.
Every character is flimsy. Picollo Jr just wanted to beat Goku and take over the world. Vegeta wants to prove he is the best, so he'll kill Nappa for losing, let the Majin symbol appear on his head so he can fight Goku seriously one last time, almost let his infant son be killed because he's jealous of future Trunks, stupidly lets Cell become perfect, and so on. Characters that were introduced early on, and have helped save everyone on earth countless times, just give up in spite of continued dangers still happening. Yamcha and Yachirobe and Tien just stop showing up because a newer character has appeared and the roster can only hold so many people. They didn't have goals anyways, bye bye!
The fact Raditz died and stayed that way is one of the best things about him. His fight with Goku and Piccolo is one of the best in the series. He didn't need to be more important.
and the amount of banter he could have with Gohan, 17 and 18 would have been much better than Frieza spouting quips at Goku and Vegeta every 5 episodes to remind people he existed
So ultimately, the characters are essentially replaceable. None of them have reasons to be a "Z Fighter" because all they ever do is try to not all get killed by the big bad. They also don't serve any purpose except to stall for time and have someone die to be resurrected when Goku saves the day. No one cares Yamcha is gone because now Vegeta is here to stay! Even Frieza can join and be friends! He's different from Picollo who wants to conquer Earth, or Vegeta who wants be beat Goku, because he wants to beat Goku and conquer multiple planets! I bet there will never come a day where he mellows out like Picollo and Vegeta did! Meanwhile, Goku literally just trains to get stronger and we wait to see what the next bullshit that happens will be.
But you know what? The bullshit that happens is entertaining. All this time I spent criticizing the series, I enjoyed the fights. Paneling is excellent, emotional beats such as going SSJ because your friend Krillin has been killed and you think he can't be brought back are perfectly done. The series is great, and there's a reason it's so popular. It's flimsy, like wire made of gold, but damn does it shine. End of blog post.
