UBW does more with the same cast except maybe Berserker who gets pretty shafted in UBW. HF however has almost an entirely different main cast. People just like UBW because of the high budget anime adaptation.
But the main relationship in Fate beats the living shit out of the relationship in UBW. RinxShirou is boring as fuck

RinxShirou is bad just because they make better friends/allies than lovers. Rin and Shirou being friends and pushing each other to be the best they can be is ideal.
Meanwhile, there's no substance to SaberxShirou. They have nothing in common, and she only likes him because he viewed her as a girl. That's it. He likes her because she's cute. That's it. This is the truly boring ship.
SakuraxShirou makes the most sense, despite Sakura being the worst character in FSN.

Different user here but I can see where he's coming from. Shirou ends up attracted to Saber/Rin because of the hardships they end up experiencing together and how they help Shirou through those hardships. Shirou ends up attracted to Sakura... because Sakura just so happens to be there.

There's romantic tension between Shirou, Saber and Rin in every single route. Sakura is the only exception where Shirou treats her like a little sister in Fate and UBW, but suddenly falls in love with her the moment she becomes a victim. Their romance in general is unnatural and there's more chemistry between Rin and Shirou in Sakura's own route.
Fate fans secretly hate Seiba and they hate they route because she's the heroine and gets to be happy.
Delusional Sakurafag, there's plenty of substance to SaberxShirou it's just unconventional, doesn't mean it's bad. Their relationship is easily the most interesting. Shirou is Sakura's savior, she's just a damsel in distress which isn't very unique. But I will say that romantically it's about even in terms of quality, with SakuraxShirou being pretty damn good because it's so cliche. It's still cliche, even though it's the most fulfilling to Shirou's ideals, over all quality.

Sakura and Shirou not only know each other from before the events of Stay Night, but they're also extremely similar to each other: both orphans, unable to move on from their pasts, polite yet broken inside. It's hard to believe they wouldn't be attracted to each other
There were also great scenes between Shirou and Saber in HF at the beginning. Saber and Rin have the best over all chemistry, even though it's lacking in UBW for Rin.

Maybe not biologically, but a lot of extended materials such as F/HA reveal that Sakura still cares about the Matou side of her adopted family. Especially Shinji.
And do you think that means that's how she truly feels? The man who has been raping her with worms since she was a little kid. The man she kills. The man she fears so much she hides in Shirou's house all day. The man she herself knows is trying to manipulate her every time he acts polite (as stated in the visual novel). She believes that's her "grandpa"?
