While I agree with you, I think it needs to be said that casual in this instance doesn't necessarily refer to people who don't know anime. Western cartoons will work too.
You need to watch animation to learn how to spot bad animation.
It's the same with everything. Children have lower standards for writing because they have not read many stories. Most people will not be able to see the telltale signs of shooped imagery because they have never opened an image editor in their lives. Many people wouldn't be able to tell a functional (and loaded) gun from a badly made toy without pulling the trigger because they have never held a gun in their hands before.
The illusion of animation works, even if it's badly made. It takes some practice to even pay attention to the fact that 99% of the image is not animated and the part that is animated is looping every second and is choppy besides.

Why not? Animation is a visual medium thus analyzing its effectiveness and appeal is par for the course.
Everything wrong with it, especially when the episode isn't standalone and your lack of knowledge inclines you to claim for it to be, spreading missinformation due to your inability to read visual language and cues accurately. Works for trash like Space Dandy, but not for shows with interconnected symbolism or visual approaches, e.g. you can't fully appreciate later Flip Flappers episodes unless you have substantial knowledge of how visual language was used at the start.

I am not that level of Otaku then, i very much appreciate good animation but i want it to tell a story, good animation on it's own is not enough.

Understanding the overarching narrative is best, but it isn't necessary to appreciate good animation and visuals. Sure, one might miss out on some narrative symbolism here and there, but if you don't give a flying fuck about the overall show and are just here to enjoy the animation and visuals for a standout episode than that works perfectly fine. Animation especially can stand on it's own without understanding the overall narrative, and even moreso if it's one of those crazy action episodes that we get every now and then in TV anime.

How can you enjoy the visuals unless you understand what the symbols mean? By virtue of lackluster understanding, you'll only gain surface level enjoyment from it. Understanding something opens up a new world to the viewer, looking at visual cues from a different angle and likely developing a better understanding of why symbols or visual cues are lined up and presented the way they are. You can't really appreciate what you're looking at unless you have a faint understanding of what it means.

Voice actors are as important as visuals. They are essential the personalities (that's why anyone who is using the dubs is a complete retard).
