Teru would probably have passed a 6m from Kuro, since it would mean her hand would only be mangan (honitsu + hatsu + ton). After that, she could only win by drawing a 6m herself.
Kuro's decision to discard the 6m, and her plan to fold by pre-emptively discarding middle tiles, are both odd considering who she's against. If Teru is aiming for a haneman ron without riichi or dora, she must have lots of expensive yaku. Yaku like honitsu, chanta and toitoi can easily use terminals and honors, and the 3m can be used by chanta. Meanwhile getting a tanyao haneman without dora, riichi, toitoi or chinitsu is extremely difficult.
