It’s obvious that Tooru is connected to Satoru somehow but I don’t think they’re literally the same person. Holly kept on saying that Satoru’s true form was borderline incomprehensible a few chapters ago, so it’s possible that Tooru is just one manifestation or part of Satoru who is as a whole some kind of calamitous energy being. Tooru clearly has his own goals and motivations regarding Yasuho, and even told Josuke and Araki where she was back in the Woo arc which resulted in Woo’s death, and Woo was super important to Satoru’s Locacaca treatment experiments since it was only by the ability of Doctor Wu that permanent brain damage could be avoided. The Stand that appears when Josuke resolves to follow Satoru is clearly Tooru’s since it shares his outfit motifs and shit, but given what we learnt this chapter it could be a completely different Stand from the one making calamitous Satoru images that people chase after. So here’s my theory;
Tooru is either part of Satoru who is a complex, incomprehensible being, or is otherwise related to him somehow. Either way he knows what Satoru is planning, and because he likes Yasuho he wants to keep her away from Satoru. The Stand with the scythe hands is his Stand and also completely separate from Satoru’s calamity ability. He set it on Josuke to activate whenever he pursues Satoru to try and dissuade him from putting himself and by proxy Yasuho in danger. Josuke and Rai assume that Tooru’s Stand is related to Satoru’s because they appear at the same time constantly. Do note that the scythe handed Stand didn’t appear to attack Mitsuba the numerous times Satoru’s calamities affected her, it’s only going after Josuke. Tooru is telling the truth about wanting to help Yasuho and Josuke, but he knows what’s up with Satoru and also has some connection to him so he can’t help them. All he can do is try to keep them away from Satoru as he attempts to convince them to give up their chase.

Something interesting but not super important I noticed on a reread; Damo mentions that he came to the Higashikata house with three (3) goals, and also that there is never just one (1) reason for something, everything is multilayered and has purpose. Satoru Akefu has (had) three (3) subordinates, and each of them obsessed over one (1) particular aspect of getting the New Rokakaka. Urban Guerrilla only cared about how it would improve the Rock Humans’ standing in society and their racial superiority. Poor Tom only cared about the material comfort it would bring. Tomoki Woo only cared about the benefit it would bring to society as a whole. Together, these three (3) separate motivations come together to form Satoru Akefu’s one (1) complex, multilayered motivation. Just like Damo said, everything has multiple meanings and causes. Nothing is directly 1:1, it’s all deeply interwoven together.

I still think this is plausible. The Speedwagon Foundation already existed during SBR and sponsored the race, plus that video of Tomoki Wu addressing the concerns about the treatment’s effectiveness was clearly aimed at shareholders or sponsors. Who else in this continuity exists that fits better?
