I think it's more to do with Japanese schools being more strict and the students being less gay about touching others. And also being irrelevant to the story.
I know in shitpostland it is similar to what OP is describing. Always wrestling and shit. I remember one time nearly every dude in the year group played this massive British Bulldog game.

I'm Australian. High school goes from years 7-12.

UK here we pissed around all the time until GCSEs (15yo) when most people started taking school seriously, by the time you reached A-Levels (17yo, the same age as Rei in 3 gatsu) even the retards stopped fighting in the corridors for 'bants', though by that age most of the retards already dropped out.
