Why are shitty webcomics popular? Because they're updated regularly, and offer something to talk about.
One Piece was once great, especially during Water 7 where it was approaching GOAT status. It's fallen on hard times but is, if anything, still putting out volumes of material.

The worldbuilding while not being complex allows Oda to create a bagillion factions without much thought behind it, "Barto? Oh he's part of the mafia from some island in East Blue" and so on and so on, no other anime can do this as they try to create simpler forms of the real world where settings don't exist in a vacuum. The power system being very vague also allows a greater variety of powers for the many characters created

Lots of factions + lots of powers = Winning formula in shonen
