Both. Artsy films still are not showed in cinemas or reviewed all the time. I have seen Jodorowsky movies and they are just a criptic as Oshii in random bullshit. But I gotta say, Oshii hides his symbols and references better in a overal esthetic.

Once i started to watch by director, animes like Angel Egg didnt feel underground.

I only found out about komugi chan when looking through a list of kyoani shows. I went in not expecting much but it suprised me at how good it was even though ive never heard of it.

I wish PSME had gotten continued on, fun concept. The early 90s is littered with the corpses of abandoned OVAs and one shot films like that.

As for the most underground thing? There's many it could be, maybe Okubyo na Venus. It's a short montage of this idol's rise to stardom through 4 musical numbers. Just some weird obscure piece of 80s anime that no one would remember.

Why the 80"s had so much experimental OVAs?

A massive booming economy where anything could be done. Stuff like Area 88, Windaria, and Gemnu Senki Leda would have never existed any time else for the quality they were produced with. Same for Five Star Stories and Cyber City OEDO 808, and hundreds of movies and OVAs, I can't even recall how many I've seen.

Some guy from 3x3 thread a long time ago had a bunch of independent animation shorts from university students.
One was a stop motion animation with paper cutouts, it was a girl visiting a shop. There’s also WONDER.

It's harder to name some for anime than for manga for me. Even some well known authors have other works that it seems like nobody has read or cares about. For instance Urakata!! by the same person that wrote Ouran High School Host Club apparently can't be read anywhere on the internet and was never scanlated for some reason. Or I just read Propeller Heaven earlier today, by the same mangaka as Alien Nine, that seems like probably not many people have bothered to read it.

Looking through an archive of Yas Forums the only time Urakata shows up is in other posts made by me or in some threads about a manga that has a character named Urakata.

That's something I find frightening and hopeful in this fandom, even disregarding the onslaught of shows since about 2005, there's thousands of anime and manga you could comb through beyond well known titles. Things barely ever heard of.

recently watched the HD re-release of Kyoani's first project (along with Shin-Ei animation)
It's a nice OVA, and it's cool to see what the studio would be like doing cel animation. Funny to think they started out with horror, but even their earliest work has their distinct charm.

Off the top of my head? Probably mermaid's scar. I think we rented form the a japanese import/TCG/bootleg store that used to be near the college town back in the 90s. I've never heard anyone talk about.

There was another anime, that would be really obscure I have on laserdisc somewhere. I think they had digging vehicles and it was kind of like a sentai. They might have powered them up with golden rings or some shit...

it's not SUPER obscure, but Bobby's in Deep.
1985 ova, a weird adaption of a book that kinda just meanders around painting a picture of this dropout kid's life. there are a few really impressive sequences, some neat experimental visuals and something about how the non-story is told just really grabbed me. plus there's a neat 50s americana style credit sequence with a cover of bobby's girl (which the film is also sometimes billed as)

anyone have the college animation projects that was posted on Yas Forums regularly like 5 years ago? It was on youtube but can't find it anymore.

Watched this for the first time, definitely out there stylistically and it's hard to call it an anime by today's standards, but there are images from this film that will never leave my head.

Probably have watched more obscure stuff, but I'm going to go with dragon's heaven, a neat 80's ova with designs by kobayashi in mobius inspired artstyle. Highly recommendable. Outside of that ive seen a few short films from jap universities show up here and there online but to me those dont really count. They just aren't full productions and usually are just animation showcases then being something really memorable.
