Why does it seem that most Netflix original anime are almost always created for a Western audience? They almost never seem to have been made for a Japanese audience in mind with relatively few exceptions like A.I.C.O. and HisoMaso.

Given Science Saru's propensity for cleaning up drawings in Flash, there's no way the actual animation will have rough lines like the promo picture. It'll look as soulless as all their other projects.

It is a Japanese production, Yuasa's studio is making it. Also, there is no fixed style for anime.
Oh. I completely forgot about that, I do vaguely remember an anime adaptation for some novel being announced but forgot it was this. Still, I'm not sure if the anime will be popular there, plenty of things with popular source material didn't catch fire.

It's more like Netflix are inclined to buy the streaming rights for shows that they think can appeal to an international audience.

I don't know if that's always the case. Some of their "originals" like Carole & Tuesday and Devilman Crybaby seemed to be quite popular in North America, but not in places like Asia (which still counts as international)
