Why did fuck is the power levels in the series all over the place? Panda and Legosi infiltrating the Shishigumi doesn't make any sense, or are the Shishigumi a bunch of jobbers?

In nature, Wolves are social animals that need a pack in order to hunt prey efficiently, most if not all Felines outside of Lions are solitary hunters that are almost always the apex predator wherever they are, but a single Lion is still deadlier than any cat not named Tiger and deadlier and much heavier than any canine alive
The fact that male Lions let the weaker female Lions hunt for them shows you how strong they are when the weaker sex is enough to catch good meals
