Yes, it's pretty likely S2 was delayed and was supposed to air this year, they're airing Ch.20's episode in theaters in Sept.
BLACK is separate but both are airing at the same time, it's possible BLACK could be two cours however since they're only in the first body for 11 chapters

there's exactly enough though, the 4 chapters left from Vol.3/4, the 6 chapters from Vol. 5, the 2 chapters currently released for Vol. 6, and the Psoriasis chapter released last year if they wanna make it a full 13 again.
