Actually continue her training and have her grow powerful, at least Yamcha tier, and fight some other Babidi goons.

She IS the daughter of the world's martial arts champion. And she's supposed to be even stronger than Satan, actually. She isn't all that behind Chichi, but Chichi of course has like a decade of experience over her.

Don't clip her wings. Let her keep her fiery tomboy personality and have her be a good inspiration for Gohan. She's a martial artist and she can make sure Gohan is always improving. She wouldn't be stronger, but she might be more disciplined thus she can still teach valuable lessons and help overcome weaknesses.

Flying has nothing to do with power levels. Chiaotzu was able to fly despite being weaker than Goku and Krillin, who couldn't fly during the 22nd Tenkaichi Budokai. Dende was able to do it before Guru even unleashed his potential, and he's not even a fighter. Even Puar is able to fly around.

Flying just seemed more like a spiritual thing, rather than a power thing. Higher power levels would only increase one's speed most likely, and it was even acknowledged that Videl had to fly back to the tournament area because she couldn't keep up with Gohan flying to Babidi's ship and was pushing herself too much as it was.

Man why they had to change this design, it was perfect.

Extend the Great Saiyanman Arc at least twice as long to make all that build up have pay-off.
Give her more development within this extended time.

Videl is ok. The problem was that the series focus became Majin Buu and she was separated from Gohan, so she didn't even get the Trunks drama like Bulma did during Cell saga
